in Ireland comprising over 300 lawyers my firm represents a wide range of 
national and international business interests. As an intellectual property 
lawyer and a WIPO Domain name Dispute Resolution Panelist for many years in a 
number of countries I have represented many clients and adjudicated in more 
disputes than I can remember. </FONT></P>

<P><FONT SIZE=2 FACE="Arial">In the interests of justice and in order to 
represent our clients effectively in domain name based matters it is essential 
to have a certain register of publicly available domain name ownership 
information in the form provided by the current &quot;WHOIS&quot; 
register.&nbsp; Without this reference source it will be near impossible to 
know who we are dealing with in domain name and internet matters or to proceed 
effectively. Identification, proceduaral and jurisdictional issues in domain 
name disputes will become even more difficult than they are currently. The good 
governance of internet and domain name related matters will be 
undermined.</FONT></P>

<P><FONT SIZE=2 FACE="Arial">I urge ICANN strongly to avoid taking any steps to 
withdraw the WHOIS publicly available database without first undertaking an in 
depth study of the effects of doing so having consulted with all interested 
parties.</FONT></P>
