Dear Sir or Madam,

This is a darn good report and very important.

It's great that WHOIS was based on a sort of mutual trust in the Internet's 
early days, but it's time for a change. Domain name holders must be held 
responsible and accountable. If they are sending spam, that's bad enough (sick 
of the Vigara {sic} ads). If they are sending viruses, that's bad enough. But 
if they are using the Internet for illegal activities such as terrorism or 
child pornography, they must be stopped.

Holding a domain name does not give me the domain over another person's safety 
and well-being.

Let's give law enforcement agencies the tools they need to do their job.
