I have some edits to propose about the initial principles...
(additions in CAPITAL letters).

1. Registrant privacy must be respected to the extent possible.
2. The use of registrants' data must, in general, be transparent AND
DETERMINED BY registrants.
3. Contracted parties must be able to comply with both applicable law
and relevant contracts. 
4. Legitimate uses of WHOIS data which are crucial to the stability of
the Internet must continue to be possible AS LONG AS THEY DO NOT
INFRINGE APPLICABLE LEGISLATION.
