A recent article published by the Digital Freedom Network suggests that
there is a "growing knowledge and participation divide between 'developed'
and 'undeveloped' countries on decisions regarding the global structure of
the Internet that is currently under the mandate of the Internet Corporation
for the Assigned Names and Numbers." Experts have cited a number of factors
that have contributed to this divide, including the abolition of ICANN
public elections, language barriers, limited official ICANN outreach
efforts, Internet access issues and funding problems.
