The Transfers Assistance Group had its first meeting by telephone
conference last night. Unfortunately, Sebastian could not be
reached, so I was the only ALAC rep on that call.
Discussion was extremely constructive. I made the case that the
general portability principles should not just be part of
accreditation and registrar-registry agreements, but that they
should also be included in the registration agreement between
registrar and registrant. (The way in which to do this is to use
the RAA, which already contains a number of provisions that
registrars must put into this agreement.)

Subject: Actions from 22Aug03 meeting and next meeting schedule
Dear All,
Thank you very much for your time in the meeting on Transfers today.
Actions agreed to were drafts of the following to be prepared in time for
the meeting on September 11, 2pm PT in the ICANN offices.
1) RAA. Draft covering policy recommendation 1, and potentially all the
policies listed as Principles. Elana, Thomas and Dan
Note: as mentioned by Bruce, while working on all other policy
recommendations, it is a good idea to go back and look at the principles as
these affect most the policies. So although they are posted in the RAA, it
does not mean that they cannot be reflected elsewhere.
2) Standard Form of Authorization, by, Bruce involving a couple of
registrars.
3) Dispute Resolution. This part may need additional work as quite
comprehensive recommendations are made. Chuck, Jeff and Ross on a first
draft.
4) For registrars and registries to check with respective constituencies on
the timelines set forth in the policies 3,6,23. Wording of these specific
policies were suggested to be flexible as adjustments might be needed for
example 6 months after launch.
Please remember that Dan, Ellen, Karen and/or myself are available in ANY
meetings/discussions/work sessions or others, that you will schedule in each
group. We appreciate the help given by all of you and are naturally hence
available for any work needed within each group.
Please also let me know if you will be attending in person in the next
meting.
