The question is *not* whether something is to be done, or not, but
very specifically what kinds of issues should be the GNSO's
priorities for starting policy-development processes. To me, it
seems like issue 1 is better solved elsewhere, so I'm reluctant to
suggest it as a priority for policy development.
(Also, if we leave off 1, the question is what to fill in instead,
and I'd be most interested in your input about what the replacement
should look like.)
