The GNSO Council will have a call this week Thursday; the most
significant substantive agenda item is discussing the registry
services issues report. That report was originally due on October
31, deferred until November 7, and declared to come out "really soon
now" late last week; it's still not there.
I'm currently planning to describe the ALAC position as follows:
- There is no finalized ALAC position on this.
- Basic tension between
a) ensuring that registry changes don't threaten stability and
don't negatively affect competition at edges, and
b) not strangling (prospective) registries.
- Important to understand whether or not current registry contracts
are essentially about outsourcing registration + DNS function, or
whether these contracts give more general license to registry
operators.
- (Possibly: Personal remarks about issues report.)
