I am forwarding (from today's joint meeting with the NCUC) Adam Peake's
draft language for a new gTLD statement. We will discuss this issue in the
next days.

Joint statement of ALAC and NCUC regarding the proposed strategy for the
implementation of new top-level domains
We recommend that processes for the implementation of ASCII TLDs and IDN
TLDs should be separated. Both are equally important and neither can be
delayed.
There are no technical problems with introducing ASCII TLDs, they are
ready for predictable, straightforward, transparent, and objective
procedures.
In implementing IDN TLDs we will face technical problems and will need to
work through policy concerns. IDNs are not ready for the
types of policy process that are needed for ASCII TLDs.
We strongly suggest that language communities be encouraged and
supported to take [the lead / a central role] in developing policy for
the implementation of IDNs.
We stress that the implementation of both ASCII and IDN TLDs is
equally important, and a rapid and parallel process for
implementation of both is needed. The separation of processes must not
become a reason for delaying the implementation of either ASCII or IDN
TLDs.
