Yes, but one of the objectives of the ongoing discussion was exactly to
find a definition for "new registry services" (which, is argued, should
be subject to prior validation or consensus discussion or some kind of
validation, given what happened with sitefinder). I haven't read the
document yet, so I don't know whether any progress was made.
