Please check the following paragraph
"ccTLD registry manager" or
"Manager" means the person or organization responsible for managing the ccTLD
registry, as evidenced by their entry in the IANA database. In the event of a
dispute as to the identity of the Manager, this needs to be resolved before the
ccTLD registry can become a member of the ccNSO.
As the ICANN/ IANA procedures are extremely slow it
might take more than 2 years to identify potential members. It might be better
to connect the membership to the membership in the worlwide alliance of ccTLDs.
It is easy for the wwccTLD group to identify the
acting manager and its legal background.
