in ICANN's root. You see, there are a handful of other roots (five I believe), all
operating worldwide. Not everyone wants to be in ICANN's root, and they have
the right not to. Just because they don't want to be in ICANN's root doesn't
mean ICANN can take their product and hand it to another company. All the
other roots work together, globally. ICANN's root is the only one not working
with the others. Does this clarify it for you?
