Subject: How does ICANN's selection of duplicate TLDs promote Stability on the Internet?

        I beleive it was Vint Cerf who said in congressional testimony that ICANN's primary mission was to ensure/promote the stable operation of the internet.

How does "appropriating" the business product of lawful businesses that have been in existence long before ICANN, long before any of this debate started, long before most people in the world knew about or cared about the internet, promote stability?

In fact, doesn't ICANNs action do the opposite by proposing that the DoC introduce a duplicate TLD into the namespace?
