Taxmama, your comments ("NSI ... continues to invoice people for domains, long after those domains have been moved") seem to describe NSI registrar -- after all, it's the registrar that sends invoices to customers, not the registry.  The URL you referenced also seemed to flag mistakes on the registrar's part, not the registry.

Whatever you think of NSI Registrar, I took ICANN's praise of NSI to be quite specifically limited to the fact that NSI has provided (ICANN says) nondiscriminatory access to the registry.  You may not like NSI Registrar, and that's all well and good, but that's not at all inconsistent with ICANN's statement that "ICANN has received no substantial complaints about discriminatory access to the registries operated by VeriSign."
