      I was wondering about lets say if there is a domain name lets say FOOFOO.com  , party XYZ has it registered and the record was created on Jan 1 1998.  The person paid for two years for the name and now it is Jan 2001  and the monies has not been paid to renew the name, does this name gets out of circulation completely after it is created, or is there a period after expiry the name is returned to the available domain name pool?
