This is the example of "open and transparent."  The contracts are being completed in private and will be signed upon completion without further review.  Check the minutes of the meeting in Melbourne.  It was begun a half hour early with no notice to the public.  They discussed important issues during that half hour and then passed the resolutions regarding the TLDs.  This is all after statements by ICANN that they would not be making decisions about the new gTLDs at this meeting.  The true agenda was not even posted the day before the meeting, never mind having advance notice prior to the beginning of the meetings. Also note that the Stockholm meetings wrt to the AT-large study will not be webcast, nor was it on the agenda.
