Maybe Corrupt. But you way overestimate the bureaucrats' smarts.
For example, the USPTO patented business practices like Amazon.com's single-click ordering.  That is proof of those bureaucrats' imbecility.

They may also be corrupt.  But there is no doubt as to their imbecility.  If they were smart, they'd work in private industry (or for the defense department for patriotic reasons).

BTW, I did not argue against your point that trademarks and servicemarks must be unique.  For example, 'Pepsi'(tm) is unique, but 'cola' is not unique.
