I'm very disappointed to see Section 9 of Afilias' Appendix
U, attempting to place confidentiality restrictions around certain categories
of reporting. Afilias is a willing participant in a testbed, and it certainly
understood when it applied for a new TLD that, if successful, its launch and
early operations would be scrutinized by the public in preparation for subsequent
rounds of new TLDs. If any registry is now unwilling to provide this information
in a public and timely manner, there are some 40 companies that would gladly
take its place. I'm not unsympathetic to the fear that
proving the concept of successful competition at the same time your principal
competitor (Verisign) has access to your registration and marketing data
is self-defeating. But, in this instance, I think the interest in evaluating
the testbed and moving forward rapidly to a second round of new TLD selections
trumps these legitimate temporary concerns. I'd like to see Section 9 of Appendix
U deleted in its entirety. -- Bret Fausett
