Subject: I don't understand the "batch" system

        The ICANN news thingy says "businesses will submit their applications through registrars; these applications will be randomly selected in batches and awarded. Businesses can submit an unlimited number of applications but there will be a $2 fee for each application"

What is a "batch"? Is it the whole amount of applications a registrar receives? If not, how is it selected and who by? And can businesses submit an unlimited number of applications for the same name?
