... his head in the sand.  Or he doesn't care, which is just as bad.   In my humble opinion, Vint Cerf is Harvey Milktoast in a geek's tech world.   Vint feigns ignorance when most convenient ... when he too lazy to do the right thing. He's a piss-poor Director, that's for sure.
