The fighting over exclusive control of TLD's is driven by profits.  Take out the profit motive and the fighting disappears!

Let the competing for-profit registers all own a piece of not-for-profit registries.

If the North American telephone system had been set up that way [with all local exchanges being not-for-profits owned by the entire competitive for-profit telephone industry, then there would be much fewer area codes].  Then the competing companies could share usage of the local exchanges [instead of each having their own prefixes within each area code].
