Subject: Lower Fees?

This is the last post I will write on this subject, for our little debate here is purely academic.  You said the answer was lower fees.  Who or what body will set these fees?  The government?  ICANN?  My belief is that it is difficult to find a better alternative than a free-market system.  Perhaps if ICANN is a variable, then a communistic (sic) approach would be best.  Problem is, ICANN shouldn't be a variable.
