The government? ICANN? My belief is that it is difficult to find a better
alternative than a free-market system. If all registers jointly owned a non-profit
registry, then the registry would set the fees low enough to eliminate profit for
the registry. Thus there would be no greed for competing registers or registries
to lock up all possible good TLD's. And the registers could concentrate on their
free-market for-profit businesses of registering domains for their customers.
