Companies with minimal web-presence, a page or directory that lists their street address, but no e-mail (only telephone and p-mail) should be listed as .bum - reserving their .com until they get e-mail.

Likewise companies that have only webmaster@ e-mail should be .bum's, too. Until significant company-specific services, products, communications, are enquirable on-line, they're internet.bum's.

Or, maybe offline.add (.addr, etc.).
