Delete the bogus registrations and from this point on monitor the tm apps for validity. It's the only way. Either that or use the not perfect but infinitely better first come first serve policy with a landrush only. It would take a little longer to check apps for validity (simply run the serial number through a database) but it would cut down on fraud tremendously and restore confidence in the process.
