A sensible solution.  Afilias wouldn't have to change its basic policies.  Creating standby registrant/s is only small procedural change and does not in any way affect the rights of bonafide sunrisers.  So, they don't need to be concerned about legal implications.  Only those who have abused the system stand to loose.  No country in the world gives legal protection for fraud and misrepresentation.
