Subject: How about the potential disaster of "Closed" lists?

I think that Afilias should also officially formulate their position on .info registrars that have closed lists (i.e. didn't invite the public at large to pre-register for Landrush).

Assuming that the Sunrise fiasco is going to get addressed, this new problem will become impossible to solve after the fact.

Here is a first draft proposal:
For Landrush to be considered a bona-fide and equitable process, only  registrars that offered pre-registration services to the public at large should be permitted to participate (as of xxxxx date).

...This should take care of registrars who got onto the bandwagon for the sole purpose of scooping for their own purposes...There are tens of legal frameworks and precedents around to back this type of rule (the securities industry and stock exchanges being the most developed).
