Each registrar paid a fee to
gain their ".info" authorized status. If registrars are allowed to pay a fee
to submit a private list during the Land Rush, then that is a "lottery". These
registrars are not really "competing" with open public queues from other registrars,
because the relative difference in size of registration queues makes the probability
of successful registration from a public list insignificant in relation to the registrar's
probability of successful registration from its own short private list. The
only registrars a private list effectively competes with are the few other registrars
who have also submitted short private lists. Since the situation is not adequately
supervised by Afilias, they bear responsibility for conducting the Land Rush as a
"lottery".
