Anyone well versed in the law would tell you that one cannot change a contract. However one well versed in politics and government would tell you that it would be impossible to enforce such an agreement. The costs of litigation are so high, and the incentive to start a legal battle so small(with the exception of tm squatters) that the possibility of a lawsuit is negledgible.
