Subject:	My proposal not workable because Afilias can not change policy?

I proposed that Land Rush folks get the last chance at Sunrise Challenge.  You said that this was not possible because -- "Afilias cannot change the policy for existing registrations"  Afilias has just acted -- they get last chance at Sunrise Challenge.  Is this a chance in policy?  If so, was my proposal workable afterall?
