You are a bit naive, thinking that of them. It seems to me the plan was to extract the most profit possible from sunrise. That being the case, then they were 100% successful. Check out future Afilias executive bonus payments - though they may sack one or two, to take blame for fiasco. You say, "However, it looks like most of the fraud will end up being corrected with this new system in place." The biggest fraud continues.
