13 (f) is saying that you will only get your $220 (the refundable portion) back if 1. you are the Challenger and you win your challenge  or 2.  you are a non priority Challenger and the Priority challenger above you wins.  Essentially, the only way to recoup the fee is for someone to win the challenge.  In addition, expect them to sit on you funds for quite a while!
