       It is hard to understand, why ICANN does not simply encourage
new registries to offer certain premium names at adequate "premium"
prices, as happens with the dot tv domain names (see: www.swiss.tv).

It would be better for everybody. The new registry and their
registrars would not try to "milk" money out of such premium domain
names by using a lottery-type system and registrations would be
effected more reasonably by people with some interest of investing
into domain names.

No testbed is needed. Simply ask the dot tv people about how their
system
