I appreciate this idea too. Everything is ok, but 2 relatively small problems may arise. Who will challenge the name after it is reserved for a LR applicant? What will happen if LR applicant wants the name immediately but doesn't want to pay a money to challenge it. Will everyone know who the name is reserved for? If yes, everyone will know which couples will be fighting for each name. SR registrant  may offer money  or threaten his/her opponent to keep his/her name and his/her opponent quite. Problem can be big when it is not so clear whether name is really qualified or not. Is there a way to decide whether a trademark has national effect?
