Go to realtime registration on 15 September 2001 with absolutely no pre-registrations
and award the domain names on a first-come first-served basis. If multiple
requests for the same domain come in to the Registry on the same day, then the Registry
should randomly pick one. But first implement the foundation as described in the
post linked below.
