What is the point if they do not check it there and then?

They can already investigate it later on.

It is just blinking propaganda.

IMO Sunrise Period was set-up to slow roll-out of further TLDs and make the most money - and it was most successful in this aim.

Some forthcoming quotes from ICANN - There are lessons to be learnt - We were correct to be cautious - We told you so - We will get together a committee to investigate...
