Subject:	Afilias who have to act first - and act NOW
Message:
Kerry writes: "the registrars are the ones to go after if maintaining the pre-registration lists for land rush II or whatever is your concern." How do the registrars know they should maintain the lists if Afilias refuse to tell them they should do so? Unless Afilias asserts a policy to use those lists, what would be the use of registrars maintaining them? It's Afilias who are responsible!
