Afilias had nothing to do with the creation of those lists in the first place and cannot now tell the registrars what to do with them.  I believe it will be up to each individual registrar as to how they are going to handle their lists down the road, i.e. during land rush II (or the Domebase proposal).  It's with the individual registrar you may be dealing with that pressure needs to be applied to make sure they act fairly.
