There is some fraud also by companies but no where near 10%. You are correct in saying the fraud represents more than 10% of the value. How much of the value it does is hard to determine but would probably lie somewhere between 25 and 50%. But if the 1000 most valuable suspected fraudulently registered names were to be challenged, then most of this value would be returned back to the system (as is expected will happen).
