Actually what PSI-Japan is doing
is not fair and justifiable. The reason is that during Land Rush, a registrar has,
at its option, some time (I believe it might be 5 days) to return a name it won back
to Afilias if its customer can not or will not pay for it. When doing this, the registrar
gets a full credit for the registry fee ($5.75 per year). For valuable names, the
registrar will just end up deciding to keep the name instead of returning it.
