      ICANN board members voted 11 to 7 to prevent any more country names from being registered by outsiders, and to require Afilias to hand over recovered domain names to the countries involved. Country names would be taken from an official list established by the International Organization for Standardization.

In a typical ICANN fashion, they didn't really explain what they mean by "Outsiders" !!!!!! Does this mean that if you are a national of a specific country, you are then considered an Insider????
