Their website says -- "You commit to pay the registration fee if we are able to register the name on your behalf. You specify the registration fee and we will make our best attempt to submit the queue to the registry as soon as the registry begins accepting registrations in the order based on the fee."

Also see: http://www.enom.com/tlds/NewTLDPricing.asp that lists registration fee for .info as "bid."

Sounds to me like if you make a successful bid, that is the registration fee.

However, today I received an e-mail from them which says that you pay your bid for the first year registration and the "regular price" (?) for the second year. 

I may have misunderstood, but in my view this was a substantive change (more than doubling most of the registration fees) and I cancelled my bids with eNom today.

I am not saying that you should do the same, but you should read their e-mail carefully.
