Dear Bob, A week or so ago Bob Connelly of PSI Japan posed the same question and advised that the explanation that he had received and accepted at the time was that there was a requirement for the US staff to have insurance and workers compensation cover. While he accepted the reason, he was concerned that management had taken the action without advising the directors. I am not aware that the establishment of Afilias USA has other implications.  My cynical first thought was that it might be an action to avoid liability for any action arising from Afilias's mismanagement to date.
