Subject: Another scam?

If you have pre-registered names via a prominent Australian registrar, you are led to believe that the registrar will only submit one pre-registration per domain name.  Try to pre-register a name that’s already been pre-registered with that registrar and you’ll be unable to do so.

However, I am told today by another registrar that is pending Afilias authorization that it is submitting pre-registrations through that same Australian registrar.  Thus, for duplicate names pre-registered with both companies (and perhaps with other resellers for the Australian registrar), either not all names will be submitted, or the assumption that names will only be submitted once will not be borne out.

Could other registrars who are supposedly only submitting one pre-registration per name be engaging in the same practice?
