my point was in case they say that they were not able to cancel them. An analogy perhaps?  A bank guard is on duty when all of a sudden a robber with a knife comes into the bank and demands that everyone get on the ground and hand over their money.  The guard does nothing to stop this.  Later, when questioned, the guard says "there was nothing I could do, the robber had a knife."  If it later turns out that the guard had a gun, that is relevant information.
