I thought they had already used round robin system in sunrise period.  At-least that is what they were supposed to do as per their declared sunrise policy.  Number of applications may be large in landrush period but the system is same.  If they follow round robin in landrush, it should take care of multiple submissions.   There shouldn't be need for lottery system unless they unilateraly decide to be selective in following round-robind.  Given their track record, they are capable of doing it.  It looks like Afilias is fast reaching a point where its word will have no meaning!
