They're not going to 'negotiate' anything. Basically New.net are going to carry on pleading to have their fake domains accepted and ICANN are going to carry on ignoring them. ICANN are blatently arrogant and have their own agenda - which isn't necessarily in the interests of the internet community. If new.net had any chance of pulling off a second internet on anything like the scale of ICANN's, Microsoft would have wiped them out and taken over.
