Neulevel's Dot-Biz Applications illegal lottery was unfair to applicants that could not afford multiple chances per domain.

Altho a totally random and equal-chance selection process per chance, it not being free was unfair.

Void all generic registrations.  Issue refunds to those registrants.

Then set a new Dot-Biz Name Selection Process [free and totally random], voiding every multiple registration for the same domain by the same registrant thru same or multiple registrars, so that every registrant has only one application [and equal chance] per domain.
