spot--Afilias doesn't get any money from challenges-itall goes to WIPO.  The reason Afilias challenges at the end of the challenge period is that whoever's last in line gets the last shot at the name.  If a squatter challenges AFTER afilias, the name could go to the squatter.  check it out: http://www.afilias.info/register/dispute_resolution/sunrise_challenge_rules
