You are looking at years of Scarce Resource Policies carried out by the Internet insiders. With the introduction of Windows XP (today) with support for IPv6 and "IPv8 Addressing" the Address Spaces will no longer be scarce and controlled by the Internet insiders. The sooner each of us moves away from the crowded IPv4 Internet, the sooner we all free ourselves from the shackles that the Internet insiders impose. The choice is yours.
