I think you're missing the point. The key question is when will Afilias make
public the names they intend to challenge. If it's after 12/26, that doesn't
help anyone who has an interest in a particular name. You'll have to guess
whether or not Afilias will challenge the name. If they don't you're out of
luck. On the other hand, you can pay to challenge a name that Afilias may otherwise
have challenged. Even the excerpt from the article that you quote indicates that
Afilias won't begin the process until after the end of the sunrise challenge period.
It doesn't matter if it's Dec. 27 or March 27... you're out of luck either way.
